<Qualifications.
>Record performances may be recognized for winners of
certain events that have been issued a race permit by the Federation.
Records may also be recognized for U.S.A. citizens participating
in certain events that have been issued a race permit by another organization
affiliated with the International Cycling Union.
>All claims for records must have been based on events that were
executed in accordance with the rules of the body that issued the race permit.
A record claim must be submitted on the official form supplied
by the Federation and must be signed by the chief referee and other
licensed race officials who witnessed the event.

<Course Measurement.
.ind measurement for record
>Claims for records over a certain distance shall be accompanied
by a statement from a registered surveyor or registered engineer
certifying the distance to be correct within one part in 10,000.
>On road courses, the measurement of distance shall be along the
shortest possible path for the riders to take.
Around curves the measurement shall be made 40 centimeters from the inside
curb or centerline.
>On tracks, distances shall be measured at the inside edge of the
measurement line.

<Timing Rules.

.ind watch accuracy
>Only timing equipment with a resolution of .01 second
and accuracy of one second in two days or better shall be used.
>When hand timing equipment is used, the readings of at least two and
preferably more timers shall be recorded separately and then averaged to
determine the elapsed time, rounded to the nearest .01 second.
No times shall be discarded from this calculation unless the person
who took the time states that it is inaccurate.
In any case, all original timing data shall be preserved and there must
be at least two valid timings to qualify for a record.
All record times shall be rounded to .01 second.
.ind automatic timing equipment
>Automatic timing equipment may be used provided that there is
adequate hand timing for back-up and verification.
>In multi-lap events, each timer shall submit time readings for each
lap to verify the lap count and overall time.

<Distances Recognized.
Three classes of records shall be recognized, as follows.
.ind record distances
>CLASS A.  The following records shall be administered by the
Records Committee and shall be recognized by certificates and be listed
in the Federation Rulebook.
=All time trial events, including those that are part of an omnium,
in which Federation national championships are currently conducted.
Records are recognized for each sex and age group that has a separate
championship.
Timings in pursuit events may be treated as time trials if the rider
or team does not approach within 25 meters behind an opponent at any time during
the event.

=Standing start track time trials at distances of 1 km., 5 km., 10 km.,
20 km., 50 km., 100 km., and for 1 hour.
Flying start track time trials at distances of 200 meters, 500 meters,
and one kilometer.
Separate records are recognized for men and women but not for
age groups.
.ind transcontinental records
=Transcontinental cross-country time trials beginning at the City
Hall in any city adjoining the East or West Coast of the United
States and ending at a city hall on the opposite coast.
Separate records are recognized for men and women competing as individuals or in
teams of two or four persons.  No distinction shall be made on
the basis of age groups, route, or direction of travel.
.ind border-to-border records
=Border-to-border cross-country time trials beginning at the U.S.
border with Canada or Mexico and ending at the opposite border.
Recognized categories are the same as for transcontinental trials.

>CLASS B.  The following records shall be administered by the
Federation and shall be recognized with certificates but shall not be listed
in the Federation Rulebook.
Separate records are recognized for men and women, but no distinction
is made by age group or by venue (road or track).

=Unpaced time trials at distances of 1 mile, 5 km., 10 km., 10 miles,
20 km., 50 km., and 100 km. and for times of 12 and 24 hours.
.ind roller records
=Roller records at one hour, two hours, four hours, 12 hours, and
24 hours.

>CLASS C.  Track or course records for time trials or massed start events
shall be administered for each district by the district representative in
accordance with the rules and policies of the Federation.
Separate records are recognized for men and women but no distinction
shall be made by age group.
Intercity records involving more than one district shall be administered
by the representative of the district in which the destination city lies.

<Prohibited Substances, Boosting, and Penalties.

>For the purpose of this rule, the term "boosting" is defined as:
the entry into a rider's circulatory system of red cells, or of other
physiological or man-made substances which may have the effect of increasing
the oxygen-carrying capacity of the blood of the rider, including, but not
limited to, by means of any injection, infusion, or transfusion (including
an infusion, injection or transfusion of the rider's own cells or cells of
another person) or by means of any man-made equipment.

>No rider may use the banned substances listed in the Appendix.
It is the rider's responsibility to avoid boosting or the use of such
substances [disqualification and: 30 days suspension for the first offense;
180 days suspension for the second offense committed within two years of
the first; indefinite suspension for a third offense within two years of
the first].
>A rider who refuses or fails to submit to medical control procedures
shall be subject to the same penalties as one who has been tested
positive for the use of a prohibited substance.
>A licensee who provides a rider with, or encourages the use of, or
communicates consent to the use of a prohibited substance shall be
subject to the same penalties as a rider who has tested positive for
the use of a prohibited substance.

<Preparation.
>Tests on riders for the use of prohibited substances shall be carried out
only at race meets that have been designated for medical control by the
Federation and such examinations shall be conducted as follows.
=Medical inspectors shall be appointed by the Technical Commission.
It is desirable that such persons be medical doctors or have medical
consultation available, but this is not required.
=All expenses entailed by medical examinations shall be borne by
the Federation except that the promoter is obligated to provide
suitable premises for examination.
>The medical inspector appointed to a given race meet shall:
=Obtain sufficient 50 cc and 150 cc bottles from the Federation.
The bottles shall be made of colorless transparent glass and be fitted
with a glass or bakelite stopper.
=Contact the promoter to ensure that the latter has arranged for
suitable premises for examination.
Such premises shall consist of two parts, one being for preliminaries
and the other for the taking of samples; the latter shall include a
toilet.
=Ensure that arrangements have been made with a Federation-approved medical
laboratory and for transportation of samples to the laboratory.
<Selection.
>The riders required to submit to medical examination at the end of
each single event are:
=the first 3 placed,
=not less than 2 selected by lots by the medical inspector.
Riders abandoning in the first half of the race shall not be required
to submit to the examination.
>Medical examinations in stage races shall be done at the finish of each
stage and the following riders shall be examined:
=the first 2 to finish the stage,
=the first in general classification at the beginning of the day,
=two riders selected by lots by the medical inspector,
=in individual time trial stages, the first four riders and the
first in general classification, without drawing lots,
=in team time trial stages, at least 2 riders drawn by lots from the
first team, the second team, and from the team place first in general
classification at the beginning of the day.
>Apart from the first three riders, those having to submit to medical
examination shall be notified by the officials and shall sign an
acknowledgement.
The list of riders to be tested shall be posted in the place reserved
for medical examination.
Riders must check to see whether their names are on the list.
<Testing Procedures.
>Each selected rider shall report to the designated place for the medical
examination not later than 30 minutes after finishing the event.
From then on, he shall remain at the disposal of the inspector.
Should any rider be physically unable to pass a sufficient quantity of
urine, he shall be kept under observation as long as necessary, there
being no time limit.
Should the rider be allowed to move to another place, that rider
shall be accompanied by the inspector or a person designated by the
inspector until such time as the sample has been obtained.

>Riders selected for testing shall declare in advance of the test
any medication (prescription or non-prescription) they have taken.
Such declarations shall be in writing and be signed by a physician or by
the rider and must be delivered to the chief referee before competiton
commences.  [disqualification and 10 days suspension for failure to
declare.]
>The medical inspector shall:
=Personally attend the taking of each sample.
The rider may be accompanied by the rider's team manager but no one else.
The rider shall appear naked down to his knees.
Urine shall be collected in a 150 cc receptical and the contents
shall subsequently be divided between three 50 cc bottles.
The rider may freely choose the three bottles and the receptical that
he is to use, such bottles being clean and dry.
=Seal the 50 cc bottles with a tamper-proof device in the presence of
the rider and place these bottles in a rigid, lockable container,
which shall be sealed by the medical inspector.
The rider may apply a mark to each seal.
=Prepare a report identifying the race meet, the names of the riders
examined together with the numbers on the sides of the bottles and
the signatures of the riders corresponding to each sample.
The rider shall confirm that he has
properly submitted to the medical examination and that correct procedures
have been followed by signing the report.
The report shall be signed by the inspector and shall be sent immediately
to the Technical Commission by certified mail, receipt requested.
Sheets 2 and 3 shall be put in individual envelopes to be sent to the
testing laboratory.
Sheet 2 (anonymous) is to be used for the first test.
The envelope containing sheet 3 (signed by the competitor) may be opened
only in the case of a second test being required.
The package containing the sample for second analysis shall contain two
bottles while that containing the sample for the first analysis shall
contain only one bottle.
=Collect all the sealed bottles and personally dispatch the packages
to the laboratory.
They should reach the laboratory as rapidly as possible.
<Test Results and Evidence.
>The laboratory shall conduct tests for the presence in a sample of
prohibited substances.
A positive result shall be reported by the laboratory when it can establish
with a high degree of confidence that the sample contained a specific
prohibited substance or related compound.
>The results of medical tests shall be communicated by the laboratory
as follows:

(a) For stage races, to the medical inspector while the race is in
progress.
After the event is over, to the Technical Commission.

(b) For other events, to the Technical Commission.
<Disposition.
>Should a rider not report for the examination or refuse to allow the
samples to be taken, that rider shall be penalized as though the
test was found to be positive.
.ind second dope test
>If a test shows that a prohibited substance was taken, the rider may
request a second test and may observe the test or send a representative
to observe it.
>In the case of a request for a second test, any disciplinary action
shall be stayed until the results of the second test are available.
The laboratory that conducted the first analysis shall conduct the
second.
>When the Technical Commission receives a positive report regarding a
foreign rider, the Technical Chairman shall suspend that rider
from competition in Federation races in accordance with Rule {[3] medref}
and shall promptly notify the rider's federation of the infraction
by registered mail.

<Appeals of positive results.
.ind appeal of dope test
A finding that a prohibited substance was taken may be appealed only
on the grounds that there has been a defect in the examination procedure
that could have influenced the result of the analysis.
In case of such an appeal, any disqualifications resulting from the
positive finding will not be stayed but any suspension will be stayed
pending the hearing of the appeal.
